I stayed at Sky View during my return to Yangon in December 2017.
The hotel is far away from the congested downtown area. It's quiet, close to Shwedagon so I could walk or take a cab there to visit it in the early morning before the pagoda gets crowded.
The hotel staff is friendly and helpful.
Some famous traditional Burmese restaurants -- Hla Myanmar (better known as Shwe Ba), Aung Thukha, and Danuphyu Daw Saw Yi, to name but a few -- are all close by.
The hotel breakfast usually includes moke hingha (catfish chowder and noodle), hsee htamin (sticky rice), and other classic Burmese meals. The breakfast room on the 5th floor gives you a panoramic view of the area.
From the hotel, I could get to downtown by taxi in about 15-20 mins (30 mins if traffic is bad), for roughly 3500-4000 kyats (roughly U.S. $3-4).
The only drawback is the small turn road to the hotel, which is a bit hidden and difficult to find. Taxi drivers sometimes miss it. It's also right next to a monastery turn lane, so if you take the wrong lane, you could end up in the monastery. I speak Burmese, so I can give taxi drivers clear direction, but if you don't speak the language, this might be challenging. I hope the hotel addresses this with better, larger signage.
