Not a 4 star hotel
This negative review is partially's fault. I had another hotel booked, but the day before we were to check in, I was notified that my reservation had been cancelled. They said there was an issue with the credit card on file but they could not explain what the problem was. Instead of contacting me to resolve the issue they just cancelled the reservation leaving me to scramble at the last possible moment to find accommodations. Le Grand Hotel de Normandie was listed as a 4 star hotel. It was far more expensive and much smaller than the hotel we had reserved, but it was the only one left under $300/night. I'm not sure what the requirements are to receive 4 stars but I can't imagine this hotel lives up to any of them. It was tiny. Barely enough room to walk around the bed let alone open a suitcase. It was dirty. The carpet was grimy and there was food on the floor. There was pubic hair on the bed near the pillows. The laminate around the sink was coming loose. The bath towels were grey and dingy. The black out curtains did not block out the light. The location of the hotel is in an extremely noisy part of town. It is right next to a train station and major intersection. There was extremely loud traffic and train noise all night. The front desk staff was friendly and helpful but overall I was extremely disappointed in this hotel. There is a level of expectation that comes with a 4 star rating and this hotel falls far below that. In my opinion it is a 2 star at best

I am a native of Los Angeles, and am pretty picky with where I stay. I originally booked an airbnb but cancelled it, due to lack of air conditioning. I'm glad I did so, because it was super hot and humid in Paris this past July. The room was a decent size (remember, this is not an American hotel). AC worked great and was very much needed. Adequate size space to hang clothes (I stayed for two weeks, with weekend trips to London) and fair sized bathroom with consistent hot water in the shower). There is also a mini fridge and a safe. The people in the lobby all speak English, which is very helpful. The only challenge and ask here is the wifi. It is not good and keeps disconnecting, which if you are here for business, will be a big concern. It needs to be fixed. I tried making calls using Viber, WhatsApp, and got disconnected frequently. Luckily, I had a UK sim card, so that solved the problem. Overall, this is great location. Close to all major shopping - Printemps, Le Galeries Lafayette and all sorts of cute boutiques. Easy access to the metro (one stop is directly in front of the hotel). There is also a Starbucks about 5 minutes away. So, except for the wifi, this is a great choice, and I would definitely stay here again!

Exceptional 10.0
It was neat and clean, probably the equivalent of a 3-star property in the US. But the staff was VERY helpful. Always great to deal with. And the location was perfect. Our window looked right out at the St Lazare train station. From there, it’s just one stop to the station for the Eurostar to London. Plus, you are close to everything. 10-15 min walk to the Opera House. Cafes all over the place. Subway entrances. Stores/shops name it. Great location. We will be back. (And no, we have no affiliation with the hotel at all).

Great location, average quality
The hotel is situated within a walking distance from several sights (Louvre, Montmartre, Notre Dame, Luxembourg Gardens, Mouling Rouge). There is a direct train connection to Versailles from the nearby train station Gare Saint-Lazare. The hotel rating is different in France. You can reduce one star from the rating, for example this hotel is in fact a three star hotel. The room was quite small. There were a slight noise and the building was shaking a little bit because the metro tunnels are located so near. The wifi was working fine in spite of what we read earlier. The staff was friendly. There were no bed bugs :) We slept well. The towels were changed everyday, even though we didn't leave them on the bathroom floor.

DANGER: House keeper would unlock for anyone
friendly reception staff, we’ve booked a room for 4, 1double, 1single & 1sofa bed, found the sofa bed very dusty. Lack of toiletries, had to ask reception for shampoo/shower gel as housekeeping didnt do a good job, not only did they not do their job, they even opened the door for my sister without asking further!!!! thats seriously dangerous!! My sister went out for morning run and forgot to take the key, asked the housekeeper to open the door and it was opened right away, hotel should train their staff on safety!!! This is very dispointing!!
